1  HEGDE TO MEET NE CMs TO DISCUSS BORDER TRADE        [UNI:31-MAY-99]
   --------------------------------------------
   AIZWAL:  Union Commerce Minister Ramakrishna Hegde would  meet  the
   chief ministers of the northeastern States at Guwahati on June 3 to
   discuss the  prospects  of  border-trade with Bangladesh.  He would
   also discuss the measures to  be  adopted  to  promote  exports  of
   agriculture, horticulture and processed food items from the region.
   
   Meanwhile,  the  Indian  Institute  of  Foreign  Trade  (IIFT)  has
   completed  a study  on  the prospects of promoting exports from the
   region and its action plan and recommendations  are  in  the  final
   stage of completion.

2  SHIV SENA TO CONTEST IN ALL THE 14 LOK SABHA SEATS    [S:30-MAY-99]
   --------------------------------------------------
   DIBRUGARH:   Though  the  election  activities  is  yet  to  gather
   momentum  in  Assam,  the  Shiv  Sena  has  decided  to field their
   candidates in all the 14 Lok  Sabha  seats  of  the  State  in  the
   forthcoming parliamentary election.  The State general secretary of
   the  Shiv  Sena,  Mr Ram Narayan Singh will contest from Dibrugarh,
   while Pramukh of the party Mr Surjit Chanda will contest  from  the
   Silchar constituency.    The  candidates  for the rest of the seats
   will be announced in July.

3  FIRST WAVE OF FLOOD HITS DHEMAJI, SITUATION GRIM       [S:1-JUN-99]
   ------------------------------------------------
   NORTH LAKHIMPUR:  Following torrential rains in the past  few  days
   at  the  foothills  of Arunachal Pradesh and Dhemaji, Lakhimpur and
   Sonitpur  districts  of  Assam,  the  major  tributaries   of   the
   Brahmaputra are  rising  alarmingly  in  the  districts. 
   
   A  major  portion of the   road connecting Doolahat and Phulbari in
   Lakhimpur, was eroded by the flood  waters  of  Singoram,  while  a
   recently-repaired  dam  at  Bhimpara  at a cost of Rs.1 million was
   washed away by the rising waters of Subansiri and created panic  in
   as many as 42 villages. 
   
   The flood waters of the Jiadhal inundated four kilometre portion of
   national highway 52 and disrupted road communication of Dhemaji and
   Jonai from the rest of the country.

4  PRISONER SHOW BURNT `CHAPATI' TO REGISTER HR CASE      [S:1-JUN-99]
   -------------------------------------------------
   TEZPUR:  An undertrial detenue Osman Ali registered a complaint  of
   human  rights  violation  to  the  Tezpur Chief Judicial Magistrate
   (CJM) during his routine presence at the court.  On being permitted
   by the court to register his complaint, Ali took  out  a  piece  of
   thick  burnt  `chapati'  kept  bundled  on  his waist, stunning the
   magistrate, the pleaders and others present in the court.
   
   The burnt and black piece of bread made of wheat flour was supplied
   by the Tezpur jail authorities as part of the  daily  meal  to  the
   prisoners,  and Osman Ali used it as evidence to prove his point to
   the court.  He also revealed that prisoners are  served  only  very
   little rice  for lunch.  The CJM assured the prisoner of an inquiry
   into the matter.
   
5  NSA UNDERTRIAL ABDUCTED BY MISCREANTS                 [S:30-MAY-99]
   -------------------------------------
   DIBRUGARH:   An  undertrial  under the National Security Act (NSA),
   Tolan Gogoi alias Jintu of Jeraigaon in Chabua was abducted by some
   unidentified miscreants, immediately after his release  from  jail.
   He was on his way back home from a place near Gabharu Pather police
   station at 6:20 pm on May 26, when the miscreants coming in a Gypsy
   vehicle waylaid Gogoi's car and abducted him blindfolded.
