1  BODO LEADERS TO TAKE PART IN UN SESSION               [S:24-JUL-99]
   ---------------------------------------
   MANGALDOI:   A  seven-member  delegation  representing the Bodos of
   Assam will place their  problems  and  grievances  along  with  the
   demand  for  a  separate  state  in the floor of the United Nations
   Organization.  The Bodo leaders will take part in the 17th  session
   of  the  United Nations Working Group on Indigenous People (UNWGIP)
   to be held in Geneva from July 26 to 30.  This year's theme of  the
   session is `Indigenous People and Their Relationship with Land'.
   
   Dr  Deva  Kanta  Ramchiary MLA, Mr Derhagra Musahari MLA, Mr Urkhao
   Gwra Brahma,  president  All  Bodo  Students  Union,  Mr  Sansungma
   Khungur  Bwismutiary  former MP, Mr Bineswar Brahma, president Bodo
   Sahitya Sabha, Mr Kanakeswar Narzary,  chief  executive  member  of
   Bodoland  Executive  Council and Mr Prithvi Majhi, MLA have already
   left for Geneva from New Delhi on July 20.
   
2  STUDENT'S FATHER, MASS MOVES HUMAN RIGHTS COMMISSION  [S:25-JUL-99]

   MORIGAON:  Mr Tiken Deka, the father of late Mousum Deka,  filed  a
   case  in  the  Assam  Human  Rights  Commission  (AHRC) against the
   Director,  Navodaya  Vidyalaya  Samiti  (NVS),  New  Delhi,  Deputy
   Director,   NVS,  Shillong  and  the  Principal,  Jawahar  Navodaya
   Vidyalaya (JNV), Morigaon alleging criminal  negligence  of  school
   authority  in  the death of Mousum Deka, a student of JNV Morigaon,
   who had been found dead in the hostel on July 21.
   
   The Commission has issued notices to the authorities  concerned  to
   show  cause  regarding  the  death of the student within August 25.
   The  Manab  Adhikar  Sangram  Samiti   (MASS),   a   human   rights
   organization  also  filed  a  petition  in  the  AHRC over the case
   seeking justice.
   
   Meanwhile, an orientation course on the rights of the child for the
   officers  of  Doordarshan  and All India Radio was held at Guwahati
   recently.  The course was jointly organized by UNICEF, AHRC and Law
   Research Institute, Gauhati High Court.
   
3  TWO BODO ULTRAS GUNNED DOWN, BYSTANDER INJURED        [S:24-JUL-99]
   ----------------------------------------------
   NORTH LAKHIMPUR:  Two out of four Bodo ultras were gunned down  and
   the  remaining  two  escaped, while a municipality worker, Nandalal
   Bastor received a bullet  injury  on  his  head  in  the  crossfire
   between  the  police  and  the ultras that took place at Aziz Barua
   Road in North Lakhimpur around 8 pm on July 22.
   
   The police on their routine patrol found  four  Bodo  youth  moving
   together and  asked  them  to  halt.  Unprovoked, one of the youths
   opened fire on the police resulting in the exchange of fire.    The
   injured  civilian  is  undergoing  treatment  at  the  local  civil
   hospital.  The  militants  are  believed  to  belong  to  the  Bodo
   Liberation Tigers (BLT) and suspected to have used AK-47 guns.
   
4  RAVA ULTRAS ABDUCTS FARMER, ISI AGENTS ARRESTED       [S:26-JUL-99]
   -----------------------------------------------
   GUWAHATI:  Suspected  activists of the Rava National Security Force
   (RNSF) abducted one Abdul Masjid,  a  farmer,  from  his  house  at
   Simlabari  in  Goalpara  district on the evening of July 24. Police
   said that a gang of six extremists whisked him away at gunpoint.  A
   case has been registered and efforts are on to rescue him.
   
   DHUBRI:   Dhubri  police  arrested  five  persons  suspected  to be
   Pakistan's Inter Services Intelligence (ISI) agents on the night of
   July 23.  The arrested were identified as  Firsa  Khan,  an  Afghan
   national  staying  at Dhubri since 1973, Abdul Hamid, a resident of
   Kaliagaon in  Darrang  district,  Abul  Hussain,  Nizamuddin  alias
   Bhaity and Ibrahim Ali.
   
   Firsa Khan used the services of a public telephone booth  owned  by
   one  Naser Ali Khan (34) who was arrested on July 22 along with one
   of his employees, Anowar Hussain.  Both Naser Ali Khan  and  Anowar
   have been released the next day.
   
5  THIRTEEN CITIZENS OF NEPAL ARRESTED AT JORHAT         [S:24-JUL-99]
   ---------------------------------------------
   JORHAT:  Border police of Jorhat arrested 13 citizens of Nepal from
   a flour mill at Pulibar  near  Jorhat  on  July  22.    The  Nepali
   citizens were working in the mill.  According to their confessions,
   they  entered into the State illegally through contractors and they
   worked in different places of the State as labourers.   The  border
   police  has  arranged  to deport them through the Srirampur gate in
   Assam-West Bengal border.
   
6  PRESS COUNCIL CENSURES  BENGALI DAILY                 [S:26-JUL-99]
   -------------------------------------
   KARIMGANJ:   The  Press  Council  of  India,  in its judgement on a
   complaint lodged  by  Mr  Pranabendu  Bhattacharjee,  Head  of  the
   Department   of   Botany,   Karimganj   College,   censured  Dainik
   Jugasankha,  a  Silchar-based  Bengali   daily,   for   breach   of
   journalistic  conduct regarding pre-publication verification, right
   to reply and defamatory writings.
   
   The  news  item published in the paper dated March 26, 1998 alleged
   that as a moderator of the question paper for  degree  examination,
   Mr  Bhattacharjee  had  knowledge  of the questions which he passed
   over to the students of his college.    The  complainant  submitted
   that by publishing the news, the newspaper questioned his sincerity
   and honesty, which he alleged was done to tarnish his image.
   
   The Council observed that the newspaper did not  bother  to  verify
   the  facts  before levelling allegations against the teacher, which
   has harmed his  integrity  and  social  prestige. 
   
7  GANGA PROJECT DIRECTORATE'S ATTITUDE IRKS APCB        [S:26-JUL-99]
   ----------------------------------------------
   GUWAHATI:  The Assam  Pollution  Control  Board  (APCB)  has  taken
   strong exception to the lackadaisical attitude of the Ganga Project
   Directorate  in  implementing  the  recommendation put forth by the
   Board to decimate the level of pollution in Bhogdoi  river  passing
   through Jorhat  town.  The APCB had completed an extensive study in
   1992 and prepared  its  report  at  the  instance  of  the  Central
   Pollution Control Board on behalf of Ganga Project Directorate.
   
   The report recommended several measures for deepening the river bed
   and warned of natural calamity as the river  bed  was  much  higher
   than  the  elevation  of  the  town.  It  noted  that  blockade and
   subsequent  diversion  of  the  Tocklai  river  near  the   Bhogdoi
   cremation ground has caused severe damage to the water quality, and
   suggested to rejuvenate the old course of Tocklai.
   
   The  study  highlighted  that  the  courses of Tocklai, Tarajan and
   Athubangajan should be restored  from  any  encroachment,  and  the
   civil  authorities  and  local  bodies should take a tough stand to
   evict the encroachers along the river stretch.
   
8  DISCUSSION ON DRAINAGE PROBLEM DRAWS FLAK             [S:24-JUL-99]

   GUWAHATI:  A discussion on `Drainage Problems of Guwahati City'  at
   the  Assam State Centre of the Institution of Engineers in Guwahati
   drew flak as the organizers and the guest  speakers,  all  of  whom
   were  government officials, totally failed to reflect on the actual
   topic of the discussion,  on  the  plea  that  they  had  not  come
   prepared  even  though the notice had been issued several days ago.
   The discussion was organized by Indian Water Works Association.
   
9  YASMIN HAZARIKA, FIRST WOMAN IPS FROM ASSAM DEAD      [S:25-JUL-99]
   ------------------------------------------------
   GUWAHATI:  Ms Yasmin Hazarika died at the All  India  Institute  of
   Medical Sciences  in  New  Delhi  at 11 am on July 24.  She was the
   first woman Indian Police Service (IPS) officer from Assam and  was
   holding the  post of Deputy Commissioner of Police, New Delhi.  She
   is the daughter of Mohammed Sirajul Hussain Hazarika.   She  leaves
   behind  her husband who is also an IPS officer of the Haryana cadre
   and a son and a daughter.
   
10 PFIZER AWARD FOR AMC GIRL                             [S:25-JUL-99]
   -------------------------
   DIBRUGARH:   Dr  Priyakshi Barua, who stood first in the final MBBS
   examination, held under Dibrugarh University in  1998,  from  Assam
   Medical  College, Dibrugarh was awarded the Pfizer Scroll of Honour
   and the Pfizer Medallion  in  Medicine.    The  Vice-Chancellor  of
   Dibrugarh University, Dr Devadas Kakati conferred the award.
