1  ULFA HAILS EAST TIMOR REFERENDUM                       [S:8-SEP-99]
   --------------------------------
   GUWAHATI:   The United Liberation Front of Asom (ULFA) has welcomed
   the referendum in East Timor through which the people had cast 78.5
   per cent of their votes in favour of East Timor's independence from
   Indonesian rule, ending a 25-year-old civil war for independence.
   
   In an editorial titled `Terror in Timor'  in  The  Sentinel,  while
   cautioning  about  the  large-scale  killings and arson, noted that
   there could be a lesson for the separatist groups  in  Assam  which
   have been demanding sovereign status for Assam and for the Bodos.
   
   The  lesson  it  stated  is, `that it is simply not enough to claim
   that what is demanded by a small group of insurgents is,  in  fact,
   the popular  demand.    If  a referendum had to be held even in the
   case of East Timor, which had been forcibly annexed  by  Indonesia,
   there  is all the more reason that a referendum alone can determine
   whether people who are part of India really want to go out of it.
   
2  MIZORAM TO SETUP POLLING BOOTHS TO LET REANGS VOTE   [UNI:8-SEP-99]
   --------------------------------------------------
   AIZAWL:  The Mizoram Government would set  up  two  polling  booths
   along  its  border  with Tripura to enable Reang refugees living in
   that side of border to  cast  their  votes.    According  to  chief
   electoral  officer  of  Mizoram, Ms L.Tochhong, the move followed a
   directive from the Delhi High Court directing the State  Government
   to set up polling booths.  The booths will be set up on the Mizoram
   side  on  the  east  bank  of  river  Langkaih  in the Kanhmun area
   opposite Damcheera in Tripura.

3  THIRTY MORE CRPF COMPANIES TO ARRIVE ASSAM            [S:10-SEP-99]
   ------------------------------------------
   NAGAON:  Following repeated requests from the State Government, the
   Union Home Ministry will send as many as 30 additional companies of
   the  Central  Reserve  Police  Force (CRPF) to the State before the
   13th Lok Sabha polls slated to be  held  in  Assam  on  October  3.
   
   Already  15 companies of paramilitary forces has arrived Nagaon and
   Nalbari districts, the two most sensitive  districts  so  far  ULFA
   threat is concerned.
   
   In view of the  poll  boycott  announced  by  the  ULFA  and  other
   militants  organizations,  threat  of possible attacks on political
   leaders, police officials etc, and the decision  of  the  aggrieved
   teachers to refrain from poll duties, the Assam police is extremely
   worried.

4  HIGH COURT DIRECTS PWD TO RENOVATE SIBSAGAR COURT     [S:10-SEP-99]
   -------------------------------------------------
   SIBSAGAR:  In a rare judgement  on  a  public  interest  litigation
   filed  on  behalf of the Sibsagar Bar Association, the Gauhati High
   Court ordered the Government  of  Assam,  the  chief  engineer  and
   executive  engineer  of  the  public  works department, Sibsagar to
   renovate and repair the chief judicial magistrate's court  building
   `in  such  a  manner so that it shall be beneficial to all and that
   the repair and renovation  shall  not  be  done  in  a  topsy-turvy
   manner'.
   
5  MAJOR TRAIN MISHAP AVERTED, NFR REWARDS TWO            [S:9-SEP-99]
   -------------------------------------------
   GOLAGHAT:  A major disaster was averted due to the alertness of the
   two railway  employees,  Padmeshwar  Tamuly  and  Prafulla  Chandra
   Saikia,  who  managed  to stop the Brahmaputra Mail travelling from
   Guwahati to Tinsukia from plunging into the Daiyang  river  between
   Jamuguri and Baligaon railway stations in Golaghat district.
   
   Due to severe erosion by the river, a major portion of  the  bridge
   on the  river  was  swept  away.    The two alert railway employees
   noticed the broken bridge and at the same time saw the  train  fast
   approaching  the bridge. Acting swiftly, they managed to signal the
   train to stop when it had barely 150 metre away from the bridge.
   
   The Northeast Frontier Railway rewarded the two patrolmen with cash
   for their alert and timely action in averting a major train mishap.
   
6  POLICE CONSTABLE OF ARRESTED FOR SHOOTING INCIDENT     [S:9-SEP-99]

   GOLAGHAT:  Arun Kurmee,  an  armed  branch  constable  of  Golaghat
   police  reserve, was arrested by Golaghat additional superintendent
   of police Brojendra Sinha on charges of  shooting  down  of  Ranjan
   Nath,  a student of Debraj Roy College on August 20 in the premises
   of Urvasi cinema hall in the Begenakhowa area of  the  town.    The
   student had  died  on  the  spot.   According to sources, it was an
   accidental firing.  [Ref:  AOL, 20-Aug-1999]
   
7  AUTHORITIES URGED TO TAKE STEPS ON BEAUTY PARLOURS    [S:10-SEP-99]
   --------------------------------------------------
   GUWAHATI:   The All Assam Aestheticians Association, Assam strongly
   denounced the  authorities  lack  of  interest  on  its  demand  to
   streamline  the  business  of  beauticians  and  to take firm steps
   against unscrupulous people who have tarnished the good name of the
   profession in Guwahati city.
   
   The general secretary Madhumita Patowary recalled that on  December
   24,  1997,  the  association  had submitted memoranda to the Kamrup
   deputy  commissioner  and  the   Guwahati   Municipal   Corporation
   commissioner  and  the  superintendent  of  police,  urging them to
   ensure that only qualified professionals be allowed to open  beauty
   parlours.
   
   It may be mentioned that many shops  in  the  name  of  beauty  and
   massage parlours have mushroomed in the city in the past few years,
   but operates as dens for sex-workers.

8  UK NGO DONATES 600 JACKETS TO KAZIRANGA PARK           [S:9-SEP-99]
   --------------------------------------------
   BOKAKHAT:  Environmental Investigative Agency (EIA), a London based
   non-governmental organization has  presented  600  jackets  to  the
   Kaziranga National  Park authority.  In a formal function, director
   of the park, Mr B.S.Bonal distributed the jackets among  the  field
   staff of the park on August 26. 
   
   The  special  protective  jackets can be used both in summer and in
   winter seasons.  The NGO also presented one tractor  with  trailer,
   two  speed  boats  and an ambulance to the park with a view to give
   boost to efficiency among the workers for maintenance of the park.

9  SPIRITUAL DISCOURSE ON BHAGWAT GITA AT GUWAHATI        [S:8-SEP-99]
   -----------------------------------------------
   GUWAHATI:  Chinmaya Mission, Guwahati  is  organizing  a  spiritual
   discourse,  Gyan  Yagna  from September 11 to 17 at Sadhana Mandir,
   Fancy Bazar, Guwahati.
   
   Swamini Purnananda, a senior monk of Chinmaya  order  will  conduct
   the  spiritual  discourse in Hindi on chapter 16 of Bhagwat Gita in
   the morning session.  In the evening session,  discourse  on  Uttar
   Kand of Ramayana will be held.
   
   Swamini  had  conducted  several such Gyan Yanga in the past in the
   Northeast, at Guwahati, Golaghat, Tezpur and Shillong.  He  is  the
   disciple  of  Bramaleen  Pujya  Swami  Chinmayananda who spread the
   knowledge through Gyan Yanga throughout the world.

10 AUDIO CASSETTE FOR CLASS-V ENGLISH READER BY SEBA     [S:10-SEP-99]
   -------------------------------------------------
   GUWAHATI:   The  Board  of Secondary Education, Assam, Guwahati has
   produced an audio cassette, English Reader-I (Class V), for use  by
   teachers and  students.    The  cassette  is on sale in the board's
   academic branch, priced at Rs.25.  The amount may be paid  in  cash
   at the Assam Cooperative Apex Bank, Bamunimaidam branch, or through
   challan or bank draft, drawn on the same branch.
