1  HAS THE ISI INFILTRATED INTO SECURITY SET-UP?        [S:9-DEC-99]
   ---------------------------------------------
   GUWAHATI:  Security agencies in Assam are flabbergasted over  the
   discovery   that  the  2,000  detonators  seized  by  the  Excise
   department staff on December 3, which were later  taken  over  by
   the  army  and  police, were from an ordnance factory near Patna.
   The cartons were marked  ICI  Explosives,  IES  Super  Detonator,
   Gomla, Bihar.    Police sources revealed that the explosives were
   manufactured in an Indian factory either with  license  from  the
   government or which is fully government owned.
   
   Sources  said,  the discovery give adequate hint about the extent
   of Pakistani  ISI's  infiltration  into  the  country's  security
   setup.    And  added  that  involvement  of  important  political
   organizations and functionaries of Assam in the ISI game plan  is
   not ruled  out.    Central and state security agencies will start
   their independent investigations into the case.  Strict vigil has
   been launched on all doubtful personalities patronizing the ISI.
   
2  TEACHER WITHOUT SALARY FOR 46 MONTHS CRIES           [S:8-DEC-99]

   NAGAON:   Kamal  Saikia,  a Hindi teacher of Sri Sri Sankardev HS
   School at Batadrawa in Nagaon district who had been  deprived  of
   his  salary  since the last 46 months created a touching scene at
   the office of the Inspector of Schools, Nagaon where  he  started
   crying  uncontrollably  after requesting the officials to release
   his salary.  He told the officials either to release  his  salary
   or  convey  the news of his death to his six-year-old son at home
   who was crying for food.
   
3  SURVEY IN PROGRESS FOR BIRD SANCTUARY IN JORHAT      [S:8-DEC-99]
   -----------------------------------------------
   JORHAT:  Survey in an area  of  187  sq  km  from  Nimatighat  to
   Kokilamukh,  including  several  small  islands  (chapori) on the
   Brahmaputra, is in progress for declaring  the  area  as  a  bird
   sanctuary.  A report prepared to be submitted to authorities says
   the  area covering Nahatiya beel, Kokila, Charala, Patiya Charala
   beel, Darbar chapori, Major chapori, Dhodang chapori  and  Parjap
   chapori is  a haven for many migratory birds of rare species.  If
   the area is declared as a sanctuary, then it will be  the  second
   bird sanctuary of Assam.
